v0.2 — BR-review resolutions (April 2026). Locked three decisions: (1) Estimate-scoped (M:1, no cross-estimate bundling in v1); (2) Item membership editable while Adjudication is in Draft, frozen when Adjudicated (re-open to Draft to modify); (3) No pre-qualified Subcontractor list on Package (supplier selection lives on Adjudication). Updated §1 Purpose to emphasize scope object with no internal state and no Subcontractor roster. Clarified §4 Relationships with explicit notes on lock conditions. Enhanced §5 Business Rules with BR-065a (Item membership state-gating) and BR-069a (no pre-qualified suppliers). Expanded §6 Validation to include Item membership freeze rule. Rewrote §9 Lifecycle to detail Draft ↔ Adjudicated ↔ Re-open transitions and Item membership constraints. Updated §10 Open Items to close all three decisions. Phase: Alpha. Status: 🟡 Working.
