- v0.3 — BR-review updates. (1) Tender Program MS Project parsing: removed TBD language, deferred to Program & Task spec. (2) Tender state transitions: confirmed and locked to Admin + Lead Estimator roles; added explicit role note (§5). (3) Estimate In Progress → Reviewed transition: locked as automatic and derived — triggers when all child Items reach Reviewed status, not manual. Reviewed → In Progress can occur manually or automatically (e.g., on rate-change cascade). Updated §6 state table and added key note. (4) Tender Program at Estimate level: removed from open items; confirmed Tender-level only per BR-100. Cleared 4 resolved items from §10.
- v0.2 — Added Estimate Submit gate reflecting Item Status submission-block per BR-019c. Submit transition now gated: blocked if any Item is Unpriced or Plugged; Publisher preview remains accessible. All Items must reach Priced, Reviewed, or Locked before final Submit action succeeds. Updated validation invariants (§8, point 9) and business-rule cross-references (header). Estimator preview workflow clarified.
- v0.1 — initial draft. Consolidates BR-090–095, BR-100; glossary §3; domain-model Tender/Estimate. Combines Tender & Estimate into single spec due to tight coupling via state cascade.
