🔴 Open:
- Combination scopes (v2) — BR-073 mentions AND/OR combinations (e.g., “all Direct-cost items tagged ‘Mechanical’”). Deferred to v2.
- Supplier-scoped Rules (v2) — “add 3% to Supplier X only” would require Supplier as a scope target. Useful but post-launch.
- Rule dependency graphs (v2) — complex tendering scenarios might need conditional Rules or cross-references. Simple linear model confirmed for Alpha.
