- Recipe deletion — can Estimators delete Recipes from the Library? Current stance: no (Lead Estimator + Admin only).
- Codes — should Lead Estimator be able to manage Codes (like Units/Categorizations), or Admin-only? Current stance: Admin-only because Codes tie into external integrations and misconfiguration has downstream impact.
- Content Block Definitions — similar question. Current stance: Admin-only because these are structural templates.
- Audit logging — out of scope for this matrix but worth flagging: do we capture who did what, when, for governance? Likely yes for Commercial actions (Rules, Submit, Publish, Adjudicate).
